The circle rate is the minimum value per square metre (or per hectare for agricultural land) fixed by the District Magistrate for registering a property. In Agra, the list is published locality-wise and revised from time to time.
Why circle rate matters
- Stamp duty is calculated on the higher of the circle rate value or the actual sale price.
- It gives a floor value for negotiations.
- Banks use it as one input for loan valuation.
Circle rate vs market price
In prime areas like Kamla Nagar or Fatehabad Road, market prices are often well above circle rate. In remote villages they can be close to or even below the circle rate.
How to calculate circle rate value
Circle rate value = area in sq m × rate per sq m. For example, a 200 gaj (≈ 167 sq m) plot at ₹ 30,000 per sq m has a circle value of about ₹ 50 lakh.
